Design Build and Public Private Partnerships Coming to North Carolina Public Construction Projects

On August 23, 2013, Governor Pat McCrory signed HB 857 which authorizes state, local and municipal governments to utilize design build and public private partnership construction delivery methods on public construction projects.  The design-build method utilizes a single contract between the owner\government and the design-build team, as opposed to the current method which involves the governmental agency contracting with a project designer\architect and a separate contractor for construction.  Public Private Partnerships construction projects are generally funded and\or operated through a partnership of a governmental agency and a private company.  http://www.ncga.state.nc.us/Sessions/2013/Bills/House/PDF/H857v8.pdf
